Election of the Director of the Faculty of Science

The election for Dean of the Faculty of Sciences in Montpellier will take place
Wednesday, February 22, 2017

As specified in Article 5 of Decree No. 2014-1038 of September 11, 2014, establishing the University of Montpellier, “The councils and directors of the constituent units and shared services of Montpellier-I and Montpellier-II Universities shall remain in office and continue to exercise their powers until the new councils are installed and the new directors of the constituent units and shared services established within the University of Montpellier are appointed or elected.”

Gilles HALBOUT’s term of office, which began on April 4, 2014, must be terminated following his election as President of the COMUE Languedoc-Roussillon Universities. Indeed, he may not “hold concurrently the position of executive director of any public scientific, cultural, or professional institution or one of its constituent parts with the position of President of the ComUE ,” as specified in Article 2.1 of Decision No. 2016-11 regarding the organization of elections for the Presidency of the Languedoc-Roussillon Universities COMUE, the Vice-Presidency in charge of digital issues and resources, and the Vice-Presidency of the Board of Directors.

In accordance with the Bylaws of the Faculty of Sciences, it is the responsibility of the Interim Administrator of the Faculty of Sciences to convene the Council responsible for electing the new Director.
The Council may validly deliberate when at least half of its members are present or represented.
With the exception of students, each member of the Council—whether elected or appointed—may grant proxy to any member of their choice, regardless of that person’s status. Student members of the Council may be represented by an alternate. If
the alternate called upon to replace the regular member is unable to participate, the regular member may grant proxy to any other elected student of their choice.
No one may hold more than one proxy.

: Election Committee – interviews with candidates by the Faculty of Sciences Council beginning at 8:30 a.m. (presentation of their platforms and teams, followed by a question-and-answer session with Council members), followed by an election by an absolute majority of the members present or represented.

The election is held by secret ballot, following a mandatory visit to the voting booth. Proxy voting is permitted, with a limit of one proxy per member.

a. Voting procedure
=> Voters receive one ballot per candidate
=> Voters enter the voting booth and place their ballot in an envelope
=> Voters deposit their ballot in the ballot box
=> Proxy voters cast their vote on behalf of their principal when their name is called

b. Ballot counting
=> Ballot counting takes place after the vote in the Assembly Hall (Building 7) under the supervision of the Interim Administrator, assisted in this task by the Administrative Officer and scrutineers who are members of the Faculty of Sciences Council, with each candidate having the opportunity to appoint one.
=> Regardless of the number of rounds, an absolute majority of the council members must be achieved.
=> Announcement of results: a written record of the election results is prepared
