Election of the Director of the Faculty of Science

The election of the Director of the Montpellier Faculty of Sciences will take place
Wednesday, February 22nd, 2017

As specified in Article 5 of Decree no. 2014-1038 of September 11, 2014 creating the University of Montpellier, "The boards and directors of the components and shared services of the Universities of Montpellier-I and Montpellier- II remain in office and continue to exercise their powers until the new boards are installed and the new directors of the components and shared services created within the University of Montpellier are appointed or elected."

Gilles HALBOUT's term of office, which began on April 4, 2014, must be terminated following his election as President of the COMUE Languedoc-Roussillon Universités. Indeed, Gilles HALBOUT cannot "combine the functions of executive director of any public scientific, cultural and professional establishment or one of its components with the function of President of the ComUE", as specified in article 2.1 of decision no. 2016-11 relating to the organization of ballots for election to the Presidency of the ComUE Languedoc-Roussillon Universités, to the Vice-Presidency in charge of digital issues and resources, and to the Vice-Presidency of the Board of Directors.

In accordance with the Statutes of the Faculty of Science, it is the responsibility of the Provisional Administrator of the Faculty of Science to convene the Council responsible for electing the new Director.
The deliberations of the Board are valid when at least half of its members are present or represented.
With the exception of students, each member of the Board - whether elected or appointed - may give a proxy to any member of his or her choice, whatever his or her status. Full members of the Board may be represented by a deputy. If
the substitute called to replace the titular member is unable to attend, the titular member may give a proxy to any other elected student of his or her choice.
No person may hold more than one proxy.

Elective Council - hearing of candidates by the Faculty of Science Council from 8:30 am (presentation of their program, teams and question-and-answer game with Council members) then election by absolute majority of members present or represented.

Elections are by secret ballot, after a compulsory polling booth. One proxy vote per member is permitted.

a. Voting procedure
=> The elector has one ballot paper per candidate
=> The elector passes through the polling booth and places his ballot paper in an envelope
=> The elector places his ballot paper in the ballot box
=> The mandated elector votes for his mandator when his name is called.

b. Counting the votes
=> The counting operations take place at the end of the vote in the Salle des Actes (Building 7) under the responsibility of the Provisional Administrator, assisted in this task by the Administrative Manager and the tellers who are members of the Faculty of Science Council, each candidate having the possibility of designating one.
=> Whatever the number of rounds, an absolute majority of the members of the Council must be reached.
=> Proclamation of the results: a report of the election results is drawn up.
